ROCKLIN, Calif. — Several years ago, Larry Osborne was running with his dog Nutmeg when the peculiar thought struck him.

What if there were an emergency and Osborne wasn't able to communicate? While Osborne's dog had a collar and dog tags, its owner didn't have any identification.
